Human Trafficking
Disaggregated statewide data, other than case numbers reported to the National Human Trafficking Hotline, are currently not available. Therefore, understanding influencing factors can be challenging. However, the lack of protection can play a major role in the incidence of human trafficking and the three states have made progress in terms of introducing or passing legislature that protects domestic workers, who are most vulnerable to human trafficking.
Domestic workers are the only group that is not currently included in the DC’s bill of rights. There are around 47,000domestic workers employed in the DMV area, notably nannies and housekeepers that work for diplomats and wealthy families. At present, a Bill of Rights is scheduled to be introduced at the DC council, which would include domestic worker protections. Recently, Virginia amended the Virginia Human Rights Act to include domestic workers in employee and wage protections. Montgomery County, Maryland has also passed legislation that provides a framework for employers and employees to negotiate a written employment contract, which must include duties, obligations, and inform basic worker rights.
